El Paso Voluntary Organizations Active in Disaster (VOAD) is a forum where organizations share knowledge and resources throughout the disaster cycle—preparation, response and recovery—to help disaster victims and their communities.

Members of El Paso VOAD form a coalition of nonprofit organizations that respond to disasters as part of their overall mission.

El Paso VOAD was founded in 2009 in response to the challenges many disaster organizations experienced following the 2006 floods in El Paso County and the surrounding area.

During the 2006 floods, numerous organizations served disaster victims independently of one another. These included both government and the private, nonprofit sector. As a result, help came to disaster victims haphazardly as various organizations assisted in specific ways. Unnecessary duplication of effort often occurred and some needs went unmet. People who wanted to volunteer to help their neighbors affected by disaster were often frustrated by the variety of organizations in some areas of service and the total lack of opportunities to serve other needs. Limited availability of training for potential volunteers, inadequate information for disaster victims, and limited communication among voluntary disaster agencies all demonstrated the need for a better way.

El Paso VOAD was founded to foster the four C’s—communication, coordination, collaboration, and cooperation in order to better serve people impacted by disasters. Today, El Paso VOAD is a leader and voice for the nonprofit organizations and volunteers that work in all phases of disaster—preparedness, response, relief, recovery, and mitigation.

El Paso VOAD is a Texas Corporation and qualified 501(c)(3) nonprofit organization. All donations to El Paso VOAD are tax-deductible to the full extent allowable by the IRS code.

Today, my wife and I, as El Paso CERT volunteers had the experience, opportunity of witnessing one of the VOAD meetings. As volunteers, residents we observed that many NGO’s agencies have a strong sense of care for what the future could bring to this region. Great effort to these agencies, and thank you for your care.
